I need explain why I expose this function here:
DragController wants to know how many files are dragged during DragEnter by
calling DragData::asFilePaths, which ignores empty filenames.

With the current code, the filenames are all empty at DragEnter time. So I
expose this method for DragController's use.

At the same time, I make sure empty filenames are ignored in content/ layer. See
DropDataToMetaData in RenderViewHostImpl.
