Remove unused AppKeepAliveService

Remove unused AppKeepAliveService

For app_shell (go/appshell) we need to remove the circular dependencies from src/apps back to src/chrome. AppKeepAliveService has dependencies on Chrome but is unused, so let's delete it instead of fixing it.

sammc, PTAL.  I see from the bug that this code was disabled pending a design
decision.  Can we delete it, then get it back from git/svn history if we need
it? Otherwise I need to make some changes to it for app_shell, either to move it
into Chrome or work around its Chrome dependencies.

OK, thanks.  Maybe when (if?) it comes back it can live in Chrome, or use the
AppsClient interface to do its Chrome-specific work.
