i still don't understand how Oobe is used here

some of Oobe functions are called from signin/user_manager_screen_handler.cc. I
don't know why it was necessary to use it here. I wouldn't however touch it
until everything else goes in and we decide to fork the user pods from cros.

you're propagating code that no longer makes sense.  please don't use the name
"Oobe" (out of box experience) unless it's actually relevant.
