[Android] Limit the targets built on the android chromium.perf builders.

[Android] Limit the targets built on the android chromium.perf builders.

Specifically, this builds android_tools, chrome_public_apk, cc_perftests,
and gpu_perftests.

The desktop builders use the chromium_builder_perf target to do something
similar, but that target doesn't exist for Android.
