Android: expands chrome/OWNERS for android files.

Uses the same list of owners from chrome/android/OWNERS to
all *android* files one level up.

I'm a bit on the fence to trailblaze this way: other platforms don't have such
mechanism, but otoh, I agree things will go smoother with the right set of
owners (and we can always ask for more help if we need..). jochen will probably
be happier with fewer RS requests getting to his inbox :)

I like that for cross-platform files (foo_win.cc, foo_android.cc) we still get
core component owners to review. That said, we can always ask for another OWNER
to look... I'm fine with this but not enthusiastic. If you're going ahead,

yfriedman: yeah, that was my thought on #c1.. 

but I think I can live with it because the burden will be on us: we can always
ask for help if we don't feel comfortable; and in general will hopefully reduce
the load on wider-owners when _they_ don't feel comfortable and have to ask for
our (android) help. 
I think overall it'll be more productive without compromising, wdyt?
