Fixing top-navigation in DCC

Adding in full DCC content_providers.json

Also slightly improving redirects.

Note that this starts off with patch https://codereview.chromium.org/148663007/.

Just made sense to deliver the content from this patch with restored navigation.

As discussed in person, my suggestion is to, instead of having two entries for
Chrome Platform APIs, rename "Reference" entry in chrome_nav to "Chrome Platform
APIs", change the title of "Chrome Platform APIs" page (api_index.html) to
"JavaScript APIs" and change its order to be the first in the "Chrome Platform
APIs" category. So, a user would click on "Chrome Platform APIs", land directly
in the list of JavaScript APIs and have direct access to manifest, webview, and
other API related docs using the Related Entries menu.
