 - package the iOS simulator ASan runtime and set the correct LC_ID_DYLIB for it
 - declare gcc_toolchain to fix the "unbound variable" errors

Anticipating your question, the iossim runtime library has the same size as the
OSX one (900K).
I've filed crbug.com/344836 to track the LC_ID_DYLIB issue (we'll need to
finally get rid of install_name_tool in package.sh)
