Sorry to be pedantic, but looking at this now, I'm afraid it might be confusing
with the existing "test_only" variable (e.g. what's the difference between
test_only and used_only_by_tests).

Would it work instead to set wrapper_script_name = "helpers/$target_name"?

Yep, I didn't give much thought to the variable name used_only_by_tests. Changed
to just set the wrapper_script_name. This works pretty well. It's kinda messy
for gyp
since I didn't see a better way than to just set wrapper_script_name for every
junit test target. But since GN seems to be soon replacing GYP everywhere this
is probably fine.
