Isn't this documentation inaccurate? This class monitors power state changes and
sends messages through the given Sender about them. I think this class could be
named something more obvious like PowerMonitorMessageSender,
PowerMonitorMessageBroadcaster, etc. Unless there is precedent for this kind of
naming convention?

No precedent aside from my still-fuzzy understanding of how existing
IPC-spanning classes work (Like I said in the first comment, I'm sure I'm
breaking convention). I like your names better, and I think I'll go with
PowerMonitorMessageBroadcaster.
