Why $Promise?  Should we just call this function Promise?

In fear of confusing with window.Promise. We use window.Promise, like in
getStatic. Notice window.Promise is different from $Promise.

I don't see a "value" property on Promise instances in the spec:

Where is that defined?  I don't see getStatic or get either.  Am I looking at
the wrong version of the spec?
