[turbofan] Assign better types to various String builtins.

[turbofan] Assign better types to various String builtins.

Properly type String.prototype.concat, String.prototype.charCodeAt,
and String.prototype.toLowerCase/toUpperCase in TurboFan. Also assign
better type to %_StringCharFromCode.
