I'll add a more stringent WebGL 2.0 conformance test that would have caught this
breakage before landing this.

ANGLE folks: code like this probably already exists in ANGLE, but if not, let's
add it.

I verified that the existing conformance/glsl/variables/gl-pointcoord.html test
would have caught this failure well. Rather than add a duplicate test, per
offline discussion with zmo@, I'll work on removing the --webgl2-only flag from
WebGL 2.0 conformance runs, so that we run the WebGL 1.0 tests too.
