So I think this is scarier than it looks. If it would help to pull all the
header movement out into a separate CL I can do that. Ditto the ldso part.

I can also wait on doing this until the libcxx tests and apptests land. I did
verify that I can still run all the portable examples locally, but haven't yet
figured out how to spell that as app tests.
