Reason for revert:
Speculative revert to fix a Mac browser test that relies on 'loadstop' being transmitted in certain contexts.

Original issue's description:

LGTM, but I don't think this CL is the culprit of the bug (this CL just exposed
the existing bug). Please reland it once you verify it.

The reason for reverting is: Test is disabled, reverting the revert..
