had successful "trigger" steps for swarmed tests with gn for the first time
– we'll see if they actually pass once browser_tests has completed in 4h or so

I don't have a trybot that runs tests, only one that compiles (since that's what
people usually break). So I'll land this and watch the bot. The bot's currently
red since browser_tests stopped passing when running locally – that's what
motivated me to look into swarming, I'm hoping to get the bot green again. And
we want to be able to swarm on Windows with GN one day anyways, so I figured if
I need to invest work to get this going, it's all work we need to do at some
point anyways.

Yeah, that's what I thought. Not surprising, given that we don't normally ask
that people have matching trybots for FYI bots.

Oh, we do have matching try bots for our bots, it's just that we have a
builder/tester split and the matching try bot is for the builder :-)

Once all tests are on swarming, we can get rid of the tester and then our try
bot will run tests too. Just hasn't been a priority.
