This just enables the thermal manager.  Testing it on all of our android bots
shows unfortunately that some phones do not have this functionality in sysfs(S3,
Nexus 10, Nexus 7), though many others do(S4, Nexus6, Nexus 9, Nexus 5, Nexus
Player), anyway I think its still useful to have enabled.  The only bot which
tripped during a trybot run was the nexus 9.

ping, I'd like to get this deployed so we can see if we're triggering thermal
events on the bots.
