Does it matter that we have no plans to support certain codecs from Pepper
(because Pepper is not supported on platforms that support them)?

I think that doesn't matter, as that can easily change in the future (we
actually have limited support for Pepper on Chromecast now), and I don't see any
downsides in having these values accessible in Pepper.
