NaCl: Update revision in DEPS, r11481 -> r11501

This pulls in the following Native Client changes:

r11482: (shcherbina) Factor out common code for running targeted tests on different sections.

There are some failing trybot runs so I'll re-run them.  Were there particular
changes you wanted to get in, or just all of the toolchain rolls?

Just the toolchain stuff.  11498 should suffice.
