I don't think we need to call ensureRootLayer() because it is called indirectly,
if appropriate, by CompositingLayerAssign.assign()

  -> CompositingLayerAssigner::assignLayersToBackingsInternal()
    -> PaintLayerCompositor::allocateOrClearCompositedLayerMapping()
      -> PaintLayerCompositor::setCompositingModeEnabled()

immediately above the line where I've added the null check.
