ensure that this doesn't regress with the top layer rewrite?

You probably don't need a test using an iframe to repro the bug, and most
importantly I think that `will-change: transform` needs to be on one of the
ancestors of the element being fullscreened, unless the bug applies to the
fullscreen element itself, in which case another line in fullscreen.css is
probably needed.
