Disable NonSfi tests failing on linux bots

This test disables
NaClBrowserTestPnaclNonSfi.IrtManifestFile
NaClBrowserTestPnaclNonSfi.IrtException
NonSfiPackagedAppTest.SuccessfulLoad
which are failing on Linux. I cannot attribute the failure to a specific CL so
I have to disable them.
