Didn't want to change them when we migrated them over. We can change them now if
you want, seems like a good idea to me.

switched to the chromium recipe + muxed in two other changes to
recipe_modules/chromium_tests/chromium_android.py:
 - removed explicit compile targets, as android_builder_tests doesn't exist in
GN
 - removed Android WebView (dbg), which was turned down recently

wait, why don't you remove the android/builder config values? Since you switched
to the chromium recipe..?

I was under the impression that I'd need a master restart to pick up the change
to builders.pyl that switches the bots over, and that in the meantime, they'd
continue to run android/builder.
