Thanks for the information. In my browser experimental web platform features
was turned on because of which I thought it was working. Will wait for the 
text decoration level 3 to get shipped before this change.

Both are not exactly same visually. Referring to the comment 
https://bugs.chromium.org/p/chromium/issues/detail?id=480213#c3, I'm not sure if
we can take this workaround.
