git_test_utils: Automatic commit dates are now in UTC.

This fixes the test being dependent on the system time, and undefined
behaviour resulting from negative timestamps in positive-offset
timezones.

Note: I didn't find any testing module for git_test_utils (and I think this
should be tested), so I tacked on tests to the end of git_common_test.py.

Let me know if you think a) I should start a git_test_utils_test.py, or b) it
isn't worth testing this.
