Adding list of Skia's CQ committers

This is a direct copy of our committers list from svn internal.
In addition to the original list I added reed@chromium.org and

Might consider naming it COMMITTERS so it stands out as a meta-file like
AUTHORS?

COMMITTERS sounds to me like the list of committers into the repository (as
opposed to the commit queue).
How about CQ-COMMITTERS or CQ_COMMITTERS ?
Alternatively we can try to ensure that the committers file is always in sync
with the repo committers list (I am pretty sure it is not in sync now but maybe
easier to enforce once we move to googlesource).

This should probably be added to the Skia documentation. A Google search for
this file leads only to the file itself and bugs adding people to it.

There doesn't seem to be much at all about Skia committers in the docs, but I'm
guessing it should go here:
