Expose ycbcr_420v_image extension via capabilities.

This CL adds a flag in GPU capabilities that represents if the
extension CHROMIUM_ycbcr_420v_image is available.

Just curious: how will this flag be used? the ipc changes itself seem fine, but
I'm curious what code will behave differently based on this flag?

We're going to select the format we convert video frames to display based on it,
similar to what we already do with image_ycbcr_422 in
RendererGpuVideoAcceleratorFactories::VideoFrameOutputFormat.
