I'm not sure why it's important to base display decisions on number of attached
displays - it seems like the only relevant info should be number of turned on
displays. In patch set #1, display decisions are based only on number of turned
on displays, and tests start to fail - though everything seemed to work normally
(though I may have been missed some test cases, and there were some kernel bugs
that I was dealing with). 

Also, fwiw, since only the laptop lid can only ever be off when other displays
are on, num_on_displays is always one of: 0, num_displays-1, num_displays.
