Remove blank URL when starting sync

I think this is all that is necessary.  The "blank" page no longer appears in
the history list when I hold down the back button.

Maybe this should be done at line 1189 above, and the call at line 1233 can be
removed?

New CL just always removes the "continue" URL from the history which allows all
other calls to the cleaner to be removed, except an error condition just above. 
Should it be inside that error handler?

As for whether we need to remove it from the error case above, I think its
probably OK.  Today, if you get to this error, you end up at the NTP and the
back button does nothing.  If you had to OTP, you go back to the original sign
in page.  Does not sound like a big problem.
