A browser side regression is causing testTouchLongPressElement to fail on
chromium bot. Issue is not related to chromedriver.
Also, issue does not happen when tested against local build.
It is reproducible only with android waterfall bot builds.

Therefore, disabling the test on waterfall and proceeding with the release of
chromedriver version 2.21
