Just removed NOTIMPLEMENTED from

Hi!

Here I just removed NOTIMPLEMENTED macro.
As I can see from quick debug output, window size and layer size are always the
same at the moment when callback from PrepareForLayerBoundsChange is called.
Also, nearly all implementations of PrepareForLayerBoundsChange return an empty
Closure.

Could you take a look, please? Is it OK?

lgtm - I think this is fine since it's makes a lot of spam. It's possible we
need something smarter later on to allow a window size to follow the size of its
backing layer (e.g. in an animation). But I can't think of a use case for that
yet.
