Remove Oilpan TODO from SampledEffect

Remove Oilpan TODO from SampledEffect

SampledEffect cannot be made non-Finalized due to the
Vector<RefPtr<Interpolation>> member requiring destruction.
This change removes the TODO to make SampledEffect non-Finalized.
