it doesn't make sense for a public/ interface to talk about a type that isn't in
the public/ interface. if you have this interface be public/, it'll probably
have something like a HandleInputEvent entry point, right? that'll need to
return something, probably the ACK state.  so i think having the ACK state be
public is OK

Perfect. The non-public ACK state is precisely what this was trying to work
around, in a rather nasty sort of way.  A simple public interface that can use
the ACK will do nicely.
