What is the benefit of documenting the whole lit system?  My initial thought is
to skip this, but I may be missing something?

The main reason is just so that we can see this code in Doxygen while looking at
code of ours that uses it, python scripts, make files, etc.

Even in general if someone is trying to understand make check.

In this sense, Doxygen is just acting as a source browser.

It is possible to add out of line documentation for it too that exists in our
source tree, if it's something that we can't put back into llvm.
