Support SVG fragment URLs in cross faded images

Support SVG fragment URLs in cross faded images

Extract url from CSSImageValue and pass it along to the SVGImage
wrapper. Constify CSSImageValue::url() in the process.

Also, fix typo and indentation in related test.
