jiri is going to support running one hook per project (aka repo) so we will need
a way to run all of our gclient hooks. having control explicitly also means we
can worry about ordering requirements ourselves, which is nice. This doesn't
implement the "pattern" feature (which we do not use) or any of the flags of
gclient runhooks.
