I sort of wonder if this shouldn't be in blink platform instead, it doesn't
really feel like it belongs here.

If this was just in blink platform we also wouldn't need WebStringUTF8Adaptor at
all. We probably _should_ have it, for other places in the codebase, but you
wouldn't need it for this usage.
