This temporary hack was added in https://chromereviews.googleplex.com/1660028
because 5 years ago Linux/ChromeOS was using Cairo to generate metafiles for
printing. We wrote our own Skia/PDF generator 4 years ago and switched over in
https://crrev.com/99318, so it's probably time for this to go.
