Add a --nohooks to gclient to update/sync/revert without calling the hooks

LGTM with the nit.

I'm not sure about the exact process for submitting this. It used to be more
complicated. (i.e. you need to submit to another repo first). But that might not
be the case anymore, so you can try to submit.
