Added src-side JSON file for GPU FYI bots running Chromium recipe.

This currently describes just the building and running of the WebGL
conformance tests on the new Linux and Mac Release and Debug builders
and testers. Once this is working, the other tests will be added.

Anyone who's around this week: could you please review this CL? It goes with the
tools/build change https://codereview.chromium.org/1550223002/ . While most
people are OOO, I'd like to deploy these new machines and debug as many issues
as possible.

My understanding is that this needs to land first. Is that correct?
