I think we'll only be cross-compiling on Linux for now, so would it make sense
to put this flag with the other ARM/Linux specific flags in
configurations_make.gypi?

Good point. I thought people might use ninja on linux. But I remember now that
'configurations_make.gypi' is also used for ninja (we should probably rename it
to 'configurations_linux.gypi').

I just tested it and I get a couple of failing tests. They seem to fall into two
categories
- secure socket / https related tests: seems like the nss library wants to load
libraries at runtime (**)
- c extension tests (which use 'import "dart-ext:..."') (***)

Nevertheless, it would be helpful if we could use static cross compilation on
ARM (for now), as it makes things a lot easier.
Otherwise I've to spent more time on getting the cross compilation + dynamic
linking working.

(**) - strace shows: It opens '/lib32/' and tries to read() it (instead of using
readdir()) -- WTF
(***) - seems like dlsym() cannot find symbols in the binary (tough 'nm dart'
shows the symbols):
ERR: dart: symbol lookup error: libtest_extension.so: undefined symbol:
Dart_IsError
