Remove outdated support for chrome-only apis

These scripts, which are no longer used, generated support for Chrome
web app apis.

I believe this script is no longer used - nothing refers to it, and it hasn't
been touched for years.  I am getting rid of old SVN checkouts, to eliminate SVN
from Dart.
