Move the remainder of generated/element.dart into better locations

Move the remainder of generated/element.dart into better locations. There are no other changes to the code.

Clean-up of imports and moving of related tests will follow.

lgtm.  I like your strategy of moving the declarations into reasonable places
and adding export directives so that code elsewhere in analyzer (and in clients)
doesn't have to change yet.  It's a nice way to stage the reorganization so that
nothing we are doing right now is a breaking change.
