Not sure that you need this file at all, but I'll let Matt and Leon confirm.

SkAndroidCodec.cpp needs to be able to call the constructor.

I'm not sure about the name though. We called the analogous version for Webp
SkWebpAdapterCodec. To match, this should be SkRawAdapterCodec. (Maybe these
aren't the best names, but I'd like for them to at least be consistent.)

The default implementation of getEncodedFormat() already does what we need. And
the code builds for now.
