clarification: is this "enough testing" on our end?

If so....
nit: why not call this "Untested" or "Untriaged" (indicating it hasn't gone
through the desired full battery of tests to work on all browsers) instead?

This was just what was proposed for the rest of Dart. This should move out of
dart:html once the rest of the libs start triaging their APIs.
