[iOS] Disable parts of TestNonDottedAndTLD cookie store unittest.

This test was already partially disabled on iOS (using the
|supports_non_dotted_domains| parameter).
This CL disables a larger part of the test, to unblock the commit queue.

marq: do you think it is fine to TBR this? These failing tests are blocking the
CQ.

Note that I can't repro the failure locally (I have some failure locally but not
the same), and I can't even launch the tryjobs on this, because it says:

[skipped] ios_net_unittests (iPhone 5s iOS 9.0)
This test was skipped because it was not affected.

Which is clearly incorrect (filed bug 565205).

In the meantime, not sure how to proceed.
