[Android WebView] Remove AwMainDelegate::SandboxInitialized

Looks like everything that is done in ChromeMainDelegate::SandboxInitialized
is not applicable to WebView.

Came across this by accident. In fact, AdjustLinuxOOMScore is not called on
Android. And I don't think it's needed because process killing is mainly done by
the low memory killer, which is different from the OOM killer.

The rest of actions performed by ChromeMainDelegate are also not applicable to
WebView, so it seems we don't need to override this method at all.

Sure, this dates back to when I originally wrote AwMainDelegate and was just
inserting comments for anything the chrome one was doing at the time that I
didn't implement yet. It looks fine to just drop this. LGTM.
