Use the existing IDS_UPDATE_PASSWORD; redefining the exact same string in
another file just bloats the APK.

My problem here is that if I pass IDS_UPDATE_PASSWORD, then I have to pass the
range for the Smart Lock link. And creating a title will have more conditions.
Is there a clean way to use $1 placeholder in Java?

Huh.  TIL Android uses a different placeholder.  Looked exactly the same because
my eyes glazed over the ^.  Did a git grep and couldn't find any obvious use
cases where the templates were converted.  I'll ping newt@ about this and ask
for a follow up CL if necessary.

Will this string ever be used on non-Android?  If so, move it to
generated_resources.grd.

Nope, due to difference in the UI, it will never be used on desktop platforms.
