It seems that Blink only ever flips the bit from false to true, but the
replication API is more generic and allows flipping it from true to false as
well.  Do we need that, or should the plumbing be more of the form
didEnforceStrictMixedContentChecking()?

Done for the render frame -> browser API. The browser -> render frame proxy API
does need to be able to flip it from true to false on navigations, though.
