gpu: enable FRAMBUFFER_SRGB on desktop

While enabling command buffer backend for skia, we ran into
problems with the SRGB tests performing double conversion
to SRGB while drawing.

Enable FRAMBUFFER_SRGB on desktop to draw in the correct
color space.

Happy to see such a simple fix, but I believe that you're going to need to
update the gpu_unittests to account for the new glEnable call. Once you've
verified that's working correctly this LGTM.
