So clearly this is a bug, but has had no effect on anything since april when it
was introduced. The fReadsFragPosition bool is only referenced when creating the
PipelineDesc key, so my guess is that other information set on the key ends up
having the same behavior as fReadsFragPosition and thus no bugs occured.

No coverage effects ever need to read frag position?
